Jane was put into the red room as a punishment because her Uncle Reed died in that room. Jane thinks she sees his ghost and she thinks that her uncle has come to take revenge on her. Therefore, it is cruel to Jane, to put her in that situation.
Mrs. Reed knows that Jane is afraid of the red room, but I also think that Mrs. Reed herself is afraid of the room. Jane is afraid of it because it is dark and she thinks she saw Uncle Reed's ghost; Mrs. Reed is afraid because the room reminds her of Uncle Reed and the promise that she made to care for Jane.
